streamSAVE+: Streamlining Energy Savings Calculations in the EU Member States Plus
The streamSAVE+ project, funded by the EU LIFE programme, enables EU Member States to increase energy efficiency through streamlined calculation methodologies for priority actions, also targeting the public sector. As a key partner, EnergyVille/VITO leads the development of the calculation methodologies and manages a knowledge hub to share expertise and best practices.
In a nutshell
The streamSAVE+ project, funded by the EU’s LIFE programme, builds on the success of its predecessor streamSAVE, to help EU Member States meet their energy efficiency targets. This three-year initiative addresses the recent amendments to the Energy Efficiency Directive (EED) by introducing harmonised methodologies and indicative values to streamline energy savings calculations.
Starting on 1 July 2024 and involving 10 partners from 9 countries, streamSAVE+ takes a holistic approach to capacity building and policy support, with a particular focus on savings obligations under Article 8 of the EED, target setting under Article 4 and public sector energy efficiency obligations under Article 5 of the EED.
Objectives and activities
streamSAVE+ provides targeted support for the implementation of these provisions. It focuses on the development of practical tools, standardised methodologies, and structured guidance to facilitate reporting and drive energy efficiency improvements in Member States.
The project is centred on four interlinked activities:
- A Knowledge Hub, led by EnergyVille/VITO, where methodologies, country support and guidance will be consolidated and made available to policy makers and practitioners.
- Dialogue Meetings, to promote peer-to-peer exchange and knowledge sharing between Member States.
- Capacity Support, tailored to the specific needs of participating countries, ensuring one-to-one support for energy savings calculations.
- Policy Analysis and Future Trends, providing a forward-looking data framework for the design of effective energy policies.
Expected results
streamSAVE+ is designed to deliver practical and measurable results. The project aims to develop bottom-up methodologies for five new priority actions, complementing work on ten existing actions. All actions will be reviewed for their potential contribution to improving the energy efficiency of public bodies, in line with the ambitious targets set out in Article 5 of the EED.
The project will also involve over 150 key stakeholders from across the EU and organise 20 workshops and dialogue sessions. The streamSAVE+ platform will serve as a cornerstone for these efforts, providing tools, methodologies, and case studies to users in all 27 Member States.
The role of EnergyVille/VITO in streamSAVE+
EnergyVille/VITO plays a central role in streamSAVE+, building on its coordination of the original streamSAVE project to lead key areas of the new initiative. EnergyVille/VITO’s contributions include defining and implementing the calculation methodologies for the five new priority actions and the provisions for public buildings.
In addition, EnergyVille/VITO is leading the knowledge hub, ensuring that the results of the methodologies, guidance and country-specific support are consolidated and made available for wider use. Through its multi-faceted approach, EnergyVille/VITO provides Member States with the tools and strategies they need to increase their chances of achieving energy efficiency targets.
