PATTERN – Enhancing Decision-Making in Climate and Environmental Policies

PATTERN, a Horizon Europe project, is dedicated to strengthening decision-making capabilities in climate and environmental policies. PATTERN aims to establish a comprehensive One-Stop Shop (OSS) for economic assessments, providing decision-makers, stakeholders, and the public with an accessible platform to evaluate policy options and outcomes 

Economic assessment platform

PATTERN introduces an interactive online platform that integrates various methodologies and models to streamline the economic assessment of policies and measures. By conducting detailed analyses across five case studies, both ex-post and ex-ante, PATTERN seeks to shed light on the effectiveness of different legislative strategies and tools in climate and environmental policies. The insights gained from these analyses will inform the design and evaluation of policies across European Member States.  

Collaborative change

At its core, PATTERN fosters a participatory process for developing five Theories of Change, establishing a European Community of Practice for policymaking. Additionally, it offers a central One-Stop Shop, facilitating easy access to project results. This collaborative effort aims to empower decision-makers, stakeholders, and the public with a more systematic approach to policy assessment 

Guiding policy design

EnergyVille/VITO plays a crucial role in the development of guidelines that bridge ex-post and ex-ante evaluations of climate and environmental policies. By coordinating and aligning these evaluations, PATTERN aims to enhance evidence-based policy design and implementation, driving methodological advancements and improving the impact of European policies on climate and the environment.  

Methodological refinement

In essence, PATTERN provides a foundation for refining methodologies, techniques, and models for economic assessment, bolstering the broader policy evaluation framework across European countries and their regions. Through tailored analysis and engagement strategies, PATTERN aims to enhance operational capacities and contribute to more impactful policy interventions in the field of climate and environmental policies.
