SRI4: Technical Assistance for Smart Readiness Indicator (SRI) Implementation
The SRI4 project, led by EnergyVille/VITO, is implementing the Smart Readiness Indicator (SRI) to raise awareness among building owners and occupants of the value of building automation and electronic monitoring of technical systems. The SRI assesses the smart readiness of buildings, demonstrating their ability to adapt operations to occupant needs, optimise energy efficiency, and respond to grid signals.
The European Union has set ambitious targets for reducing emissions from its building stock in order to meet climate change targets. In line with the proposed revision of the Energy Performance of Buildings Directive (EPBD), the EU aims to improve energy performance by integrating better energy systems and increasing the use of digitalisation and smart technologies. The Smart Readiness Indicator (SRI) serves as a policy tool to support these objectives.
Smart Readiness Indicator (SRI) framework
Introduced in the 2018 revision of the EPBD, the SRI assesses the smart readiness of buildings by evaluating three key functionalities: optimising energy efficiency and overall performance, adapting to occupant needs, and responding to grid signals. The SRI framework promotes technological innovation in the construction sector by incentivising the integration of state-of-the-art smart technologies in buildings. The ‘smart-ready service catalogue’ categorises building services into nine technical areas, including heating, cooling, and electric vehicle charging. These services, enabled by smart-ready technologies, are assessed against desired impacts such as energy efficiency, maintenance prediction, comfort, and health.
Leveraging insights, testing and coordination
EnergyVille/VITO has participated in three previous studies that led to the development of an SRI assessment tool and an SRI platform to build interest and confidence in the implementation of the SRI. Currently, several Member States are conducting test phases using the SRI assessment methodology to determine the ‘smart readiness’ of buildings. The SRI4 project aims to provide continuous support to these ongoing test phases and to coordinate related initiatives. The lessons learnt from previous testing phases will be used to guide policy–making during the revision of the EPBD and to shape the technical and legal framework of the instrument. In addition, the project supports the European Commission Services in their strategy to implement the SRI and improve the overall quality of the EU building stock.
Geographical coverage and data sources
The project is designed to cover all EU Member States, with a targeted focus on those where a SRI testing phase has been initiated. While the primary source of information will be the Member States involved in testing, the support team aims to include data from other sources in order to cover different contexts and enhance the recommendations that will follow.
Role of EnergyVille/VITO
EnergyVille/VITO is leading the project management and coordination, providing tailored support to Member States during the testing phase, ensuring the functionality of the SRI platform and supporting the policy making process.
